Summary

Switch workflow container image references in .forgejo/workflows/ci.yml and release.yml from git.h-dv.de/h-dv/ci-base:1.92.0-v2 to git.h-dv.de/h-dv/ci-rust:1.94.0-v7.
Update IMAGE_BASELINES in crates/indexer/tests/release_gate.rs to reflect the new image and record jq presence.

Fixes #273
