Context

Layered CI images are now available in h-dv/ci-images. code-index is a pure Rust project and only requires ci-rust.

Acceptance Criteria

Switch all Linux container references in .forgejo/workflows/ci.yml and release.yml from git.h-dv.de/h-dv/ci-base:1.92.0-v2 to git.h-dv.de/h-dv/ci-rust:1.94.0-v7
Update IMAGE_BASELINES in crates/indexer/tests/release_gate.rs to reflect ci-rust:1.94.0-v7 with jq added
All local gates and CI tests pass
